NBU demands not to suspend, but to dismiss the chairman of the supervisory board of “Sense Bank” Hladyshenko

After the publication of the “Forrest Gump” investigation, which involves the state-owned “Sense Bank”, the Chairman of the National Bank of Ukraine (NBU) Andriy Pyshnyi demands that the powers of the chairman of the bankʼs supervisory board Mykola Hladyshenko be terminated and the suitability of the entire board be checked.

According to him, the NBU Committee on Supervision and Regulation of Bank Activities has decided that the chairman of the supervisory board of “Sense Bank” does not meet the independence requirements established by law.

"This means that Mykola Hladyshenko cannot be a member of the supervisory board, and his powers should be terminated. This is precisely about termination, not removal," Pyshnyi noted.

NBU also demanded that the bankʼs shareholder immediately take measures to terminate Hladyshenkoʼs powers as a member of the supervisory board and elect a new member of the supervisory board.

Pyshny stated that after the appearance of the "Mindich recordings" in May 2026, Hladyshenko, on his own initiative, removed himself from the exercise of his powers, but, as new materials show, this self-removal was of a formal nature, and he continued to influence the bankʼs activities.

The NBU Chairman emphasized that the Supervisory Boardʼs inability to respond to this calls into question the ability of the entire board to effectively perform its functions.

In addition, the National Bank has opened a separate administrative proceeding to assess the collective suitability of the supervisory board of Sense Bank.

What preceded

On August 19, NABU and SAPO published an investigation called "Forrest Gump”. Anti-corruption authorities exposed a criminal scheme that organized the legalization of UAH 150 million to pay bail for one of the defendants in the "Midas" case — presumably former Energy Minister Herman Halushchenko.

According to the investigation, the participants in the scheme gained actual control over Sense Bank and began using it to launder money.

In this case, suspicions were raised, in particular, against the deputy head of the head of the Presidentʼs Office Iryna Mudra, a former MP, the chairman of the board and the chairman of the supervisory board of “Sense Bank”. The media wrote that the latter two were Oleksiy Stupak and Mykola Hladyshenko.

Searches were conducted at the head office of “Sense Bank”, and in the evening of the same day, the government suspended the chairman of “Sense Bank” supervisory board and initiated the removal of the chairman of the board.

The Verkhovna Rada summoned the NBU Chairman Andriy Pyshnyi to a meeting on August 20 to report on the situation surrounding “Sense Bank”.
