NABU and SAPO have published a new investigation called "Femida" about a criminal organization that was involved in raiding in Kyiv. Investigators say that the scheme involved current and former MPs, high-ranking officials from the Office of the President and the Ministry of Justice, judges, and hackers.
As investigators established, with the help of hackers, the defendants hacked into state registers, forged documents, and used "their" people in the Commercial Court and the Ministry of Justice to seize enterprises and real estate.
In particular, in the fall of 2025, the defendants took possession of an enterprise worth over UAH 248 million in this way. In May 2026, they tried to take possession of objects worth over UAH 207 million.
They also sought to gain control over a facility in the center of the capital worth over UAH 500 million.
NABU emphasizes that the organizers of the scheme understood that the owners of the companies could turn to law enforcement and try to get their businesses back. Therefore, through the people under their control, they achieved the opening of criminal proceedings and the seizure of the corporate rights of these companies. This allowed them to block any changes in the register and keep the seized enterprises under their control.
Law enforcement officers found out that in order to maintain control over the seized enterprises, the participants in the scheme influenced officials of the Ministry of Justice and sought the decisions they needed on complaints about raiding.
Subsequently, on December 29, 2025, the board of the Ministry of Justice of Ukraine for reviewing complaints concluded that the transfer of ownership of the enterprise seized by raiders to a person controlled by a criminal organization was legal.
And already on December 31 of the same year, the then Acting Minister of Justice of Ukraine approved the above-mentioned conclusion of the board.
After that, on January 27, 2026, the judge granted the application of a person controlled by the organizers and prohibited any registration actions regarding the enterprise. On March 26, the judge also granted the application of an arbitration manager controlled by the criminal organization and removed the director of the enterprise.
In the case of the second company, the organizers of the scheme used the lengthy consideration of a complaint about raiding by the Ministry of Justice to create a fictitious debt and use it to launch bankruptcy proceedings.
The participants in the scheme also tried to seize valuable real estate in the center of Kyiv. They planned to forge a court order and enter it into the real estate register with the help of hackers.
However, these plans did not come true, as employees of the Ministry of Justice refused to participate. NABU and SAPO published recordings of the deputy head of the Presidentʼs Office and the former MP arguing over this situation.
The investigation established that the scheme was financed by a co-organizer and a current Ukrainian MP in the amount of at least $514 000. The participants in the scheme spent this money on hackers, lawsuits, bribes to law enforcement and judicial authorities, as well as other expenses.
The persons involved in the case were charged under Art. 191 (embezzlement of property), Art. 206 (opposition to legitimate economic activity), Art. 358 (forgery of documents), and Art. 361 (interference in the operation of information networks) of the Criminal Code of Ukraine.
What preceded
This investigation is a continuation of the "Forrest Gump" operation on the legalization of money that went on bail for the person involved in the "Midas" case, former Minister of Energy Herman Halushchenko.
According to the investigation, in early June, the participants in the scheme gained actual control over “Sense Bank” and began using it to launder money.
The case involves the deputy head of the President’s Office Iryna Mudra. After that, President Volodymyr Zelensky dismissed her from her post. In the wiretap recordings published by NABU and SAPO, Mudra allegedly mentions the “roof” for “Sense Bank”, which was supposed to be a certain Davyd and the chairman of the Rada committee (his name was hidden in the recordings).
In addition to Mudra, according to the investigation, the “Forrest Gump” case involves a former MP (according to media reports, Vadym Stolar), the chairman of the board of the state-owned “Sense Bank”, the chairman of the supervisory board of “Sense Bank”, and others. They were informed of suspicion under Part 3 of Article 209 of the Criminal Code of Ukraine — legalization of money obtained by criminal means.
