Iran will not create nuclear weapons, and the US will lift sanctions and the naval blockade. The peace agreement between the countries

The US and Iran have agreed on a 14-point memorandum of understanding that will be the first step towards a final peace agreement.

Its full text was published by the Iranian media outlet Mehr.

This is what this memorandum provides:

1. Immediate and final cessation of hostilities on all fronts, including Lebanon.

2. The US promises not to interfere in Iranʼs internal affairs and to respect the countryʼs sovereignty.

3. The naval blockade is lifted within 30 days.

4. The US is withdrawing troops from regions around Iran.

5. The Strait of Hormuz is opened for 30 days under conditions set by Iran.

6. The US suspends sanctions on the sale of oil and petrochemicals, Iran has access to financial resources.

7. The US and allies should submit a recovery plan for Iran worth at least $300 billion.

8. The countries will have 60 days to negotiate a final agreement covering the nuclear program and the full lifting of sanctions.

9. Iran will commit under the Nuclear Non-Proliferation Treaty not to develop nuclear weapons.

10. The US is not increasing its military presence in the region or imposing new sanctions during the negotiations.

11. Iranian assets worth $24 billion will be unfrozen.

12. A mechanism for monitoring the implementation of the agreement will appear.

13. The final agreement must be approved by a UN Security Council resolution.

14. Final negotiations will not begin until half of Iranʼs assets are unfrozen, oil sanctions are lifted, and the naval blockade is lifted. They will only address the fate of Iranʼs enriched uranium and nuclear program, the lifting of sanctions, and Iranʼs economic recovery.

At the same time, the issues of the missile program and support for "resistance groups" (as Iran calls its puppets, such as Hezbollah in Lebanon or the Houthis in Yemen) are excluded from the negotiations.

Earlier, the US President Donald Trump had assured that the US and Iran would sign this memorandum this weekend. The day before, he had reported a "very strong" strike on Iran and threatened that the United States would take control of Kharg Island and other oil infrastructure. Later in the evening, he called off the strike, saying that peace talks had reached the highest level of the Iranian leadership.

War in the Middle East and negotiations between Iran and the US

On the morning of February 28, the United States and Israel launched attacks on Iran. These attacks killed Iranʼs Supreme Leader Ayatollah Ali Khamenei and almost the entire military leadership of the country — about 40 key high-ranking officials.

Iran, in response to the US and Israeli attacks, began shelling Arab countries where US bases are located, and Israel. The war also halted tanker traffic through the Strait of Hormuz, a narrow sea corridor between Iran and Oman that connects the Persian Gulf with the Indian Ocean. It was through it that almost a fifth of the worldʼs oil exports passed — tens of millions of barrels per day.

On April 8, the parties agreed to a two-week ceasefire. On April 13, the United States began a naval blockade of Iranian ports, demanding the complete unblocking of the Strait of Hormuz for all ships.

On April 17, Lebanon and Israel agreed to a ceasefire, after which Iran unblocked the Strait of Hormuz. However, on April 18, Iran reported that it was again blocking the Strait of Hormuz due to the US naval blockade. On the same day, Iran fired on several ships attempting to pass through the strait.

The US and Iran have been exchanging blows periodically in recent weeks, but neither side has claimed to have violated the ceasefire, which remains in effect. In particular, on June 3, Iranian drones struck an airport in Kuwait, killing one person and suspending commercial flights. Iran said it struck a US base in Kuwait.

On the night of June 8, Iran attacked Israel with ballistic missiles for the first time since April — in response to Israelʼs attack on Beirut, Lebanon, which Tehran explained as a response to a strike by the Lebanese pro-Iranian Hezbollah.
