President Volodymyr Zelensky signed four decrees implementing the NSDCʼs decision on new sanctions. They concern enterprises of the Russian military-industrial complex, companies of the Rusal group, Russian officials, collaborators, as well as the creators and distributors of the animated series "Masha and the Bear".

One package includes sanctions against 28 Russian citizens, 36 Russian companies and one Chinese company. Among them are companies that supply equipment, electronics, tools and raw materials to the Russian Federation in circumvention of sanctions. Also affected are manufacturers and repairers of military equipment and companies that develop drones, special equipment and software for Russian law enforcement agencies.
Separately, sanctions were imposed against five companies of the Rusal group and nine Russians associated with them. These companies import alumina and produce aluminum, which is used in the Russian military-industrial complex. In particular, the products and raw materials of non-ferrous metallurgy enterprises are used to produce military equipment, rocket and artillery weapons, and military aviation.
Another package concerns 45 people and eight companies. Among them are high-ranking Russian officials who justify Russiaʼs aggression and occupation of Ukrainian territories, as well as those who cooperate with the Russians in the temporarily occupied territories.
This list includes former “Party of Regions” MP Yuriy Ivanyushchenko. He is suspected of seizing 18 hectares of state land worth over UAH 160 million. Companies associated with him operate in occupied Crimea, and he himself fled Ukraine back in 2014.
Ivanyushchenko maintains ties to the Russian criminal and business community and has traveled to Russia several times since the start of the full-scale invasion. He was taken into custody in absentia in June of this year.
Separately, sanctions were applied to the creators of "Masha and the Bear". These are five Russian citizens and four organizations associated with the creation and distribution of the animated series.
Among them is the Animaccord studio, its founder and CEO, the screenwriter, director and producer, as well as the owner of the rights to the series. The Presidentʼs Office stated that the animated series spreads pro-Russian narratives under the guise of childrenʼs content.
